I have the honour to acknowledge the

receipt of your Confidential despatch dated 19th

December, 1928, on the subject of the alleged

discrimination of this Colony against United States

interests in Hong Kong and particularly as regards

the restriction of the issue of omnibus licences.

This Government has on several occasions

considered the advisability of granting monopolies

to motor-bus services and has laid down regulations

for tenders in such cases.

In actual practice,

however, no such monopolies have been granted, the

history of the motor-bus services of the Colony

being in outline as follows. Shortly after the

War the possibilities and indeed the urgent necessity

for this modern form of transport in the mainland

portion of the Colony (i.e. Kowloon and New Kowloon)

became apparent and application was made to

Government by three Chinese Companies for permission

to run motor-bus services over various routes in these
